No, the District does not have added flouride in the water.

The simple definition of water hardness is the amount of dissolved calcium and magnesium in the water. Hard water is high in dissolved minerals, largely calcium and magnesium. You may have felt the effects of hard water, literally, the last time you washed your hands.  The Districts hardness level is 11 gpg (grains per gallon).  If you choose to install a water softener, this is important information to have.

The pH of pure water is 7. In general, water with a pH lower than 7 is considered acidic, and with a pH greater than 7 is considered basic. The normal range for pH in surface water systems is 6.5 to 8.5, and the pH range for groundwater systems is between 6 to 8.5. The District maintains a pH of 7-8 in the water.

You could possibly have a leaky toilet or faucet that's difficult to detect. In a 24 hour period, a dripping faucet could waste 170 gallons of water, a leaking toilet could go through 970 gallons and a leaking soft water unit can waste a whopping 3,600 gallons of water.

A repair could have been completed recently allowing air to enter the line, causing the milky look.

All public water systems are required to maintain a minimum chlorine level of 0.2 mg/L (tested at the end of each line) by state law. Systems that use chloramine as a disinfectant must maintain a level of 0.5 mg/L by state law. Our disinfectant levels are tested daily to ensure safety.

Most likely your water heater needs to be flushed. CAUTION: Most manufacturers recommend hiring a professional to flush your water heater. If you plan on doing this yourself, read the owner's manual to keep from being hurt and or damaging the water heater.
